Individuals who require continuous wheelchair use, have temporary or permanent loss of one or both legs, have a chronic and debilitating respiratory, cardiac, or arthritic condition that affects mobility are all eligible. The criteria includes those who require the use of walking aids, have a significant cognitive, behavioural or neurological impairment preventing safe walking without support, or are permanently blind. Other conditions can also be considered.

In Victoria, there is an online application process. For applicants unable to complete online, a paper form is available from local council. Local councils are responsible for the processing and administration of the scheme.

In Victoria, applicants with neurological conditions such as autism can apply for a permit, including children. The assessment, which forms part of the application, must be completed by a GP.
